Receiving and charging a purchase order are two different things.

Receive

This records that the goods have actually arrived.

Charge

This puts the relevant material cost against the job.

It's possible for something to have been received but not yet charged to the job.

If materials appear to be missing when you're preparing an invoice, check whether they've been received but not charged.
