Go to Settings → Tax & VAT.

Configure:

• Whether your business charges VAT
• VAT registration number
• Tax brackets used on invoice lines

It's best to get this configured correctly before creating your first live invoice.

Tax brackets determine which VAT rates are available when creating invoiceable items.
